CHARLOTTE, NORTH CAROLINA / RankWire.AI / – Bank of America has unveiled a $250 billion plan aimed at financing and bolstering vital infrastructure projects across the United States. This 18-month initiative, announced on August 12, will cover eligible activities from January 1, 2026, through July 4, 2027. The program is named the Critical Infrastructure Finance Initiative and will focus on digital systems, energy and power, along with fundamental infrastructure. It coincides with the 250th anniversary of the United States.

The $250 billion goal encompasses various forms of financial activities, not limited to direct loans or investments. Bank of America will include eligible primary-market lending, investments, capital markets transactions, and advisory services toward reaching this total. The initiative also offers banking and supply-chain solutions for qualifying projects. Funding can support both corporate-level and asset-specific projects, with the bank working across public and private markets as companies seek capital for large-scale infrastructure endeavors.
Digital infrastructure stands as one of the initiative’s three primary categories. Eligible projects involve data centers, computing hardware, chips, equipment, telecommunications networks, and semiconductor infrastructure. Energy-related projects can include traditional and renewable power generation, energy storage, and distribution systems. Core infrastructure covers transportation, electric and energy transmission, grid optimization, water systems, critical minerals, and mining. The bank noted that these categories reflect the demand for computing capacity, energy, manufacturing, transportation, and diversified supply chains throughout the country.
Funding spans digital, energy, and core infrastructure
According to Bank of America, the program will channel capital through its global markets platform, advisory services, and balance sheet. The effort will be led by its Global Capital Solutions and Global Infrastructure & Sustainable Finance teams. All eight of the bank’s business lines are expected to support the initiative. Jim DeMare, co-president of Bank of America, connected the project to infrastructure that underpins the economy, energy security, and technological progress. The bank anticipates that eligible transactions will contribute toward the $250 billion target during the measurement period.
Community development and job creation are also key aims of the program. Bank of America stated that infrastructure financing can generate employment in construction, manufacturing, technology, and ongoing operations. Projects such as data centers, power facilities, transportation systems, and grid upgrades require workers during both construction and maintenance. The bank additionally promotes workforce training through collaborations with employers, nonprofit organizations, and community colleges. In 2025, it allocated nearly $40 million to more than 730 workforce development partners across U.S. markets.

The workforce partners involved in these efforts reported that in 2025, their programs helped connect over 90,000 individuals with employment opportunities. They also provided training, education, and career-readiness programs to more than 290,000 people. These figures are separate from the infrastructure financing goal. Karen Fang, the bank’s global head of infrastructure and sustainable finance, explained that large infrastructure projects require funding across interconnected sectors. She also co-heads the Global Capital Solutions team.
Progress will be measured based on eligible activities completed during the 18-month period, following the methodology used for the bank’s existing $1.5 trillion, 10-year sustainable finance target. The new initiative emphasizes infrastructure development and modernization in the United States. Its July 4, 2027 end date extends the effort by one year beyond the country’s 250th anniversary. The bank stated that the financing effort aims to support infrastructure, economic growth, job creation, and community development nationwide.
