Trump delays Canada tariffs while trade talks continue

WASHINGTON, D.C. / RankWire.AI / – U.S. President Donald Trump has paused new 50% tariffs on selected Canadian imports for three days as trade talks continue. The administration had planned to start the duties on August 19. Trump said the United States and Canada had reached an understanding subject to final documents. Canadian Prime Minister Mark Carney said negotiators had made substantial progress, but important work remained.

Trump delays Canada tariffs while trade talks continue
U.S.-Canada trade talks continue after a three-day pause on new 50% tariffs.

The pause moves the immediate tariff deadline to Saturday, August 22. The measures cover selected Canadian products and would apply even when goods qualify for preferential treatment under the U.S.-Mexico-Canada Agreement. Washington announced the tariffs in July under Section 338 of the Tariff Act of 1930. The White House linked the measures to disputes involving Canadian policies on dairy, alcoholic beverages and motor vehicles.

The July tariff action covered products across several categories, including wine, cement and sporting goods. U.S. authorities excluded energy, potash and certain other products from the new Section 338 duties. Goods already facing separate Section 232 tariffs also fall outside those additional charges. Those existing sectoral tariffs remain an important part of the wider trade discussions between the United States and Canada.

Trade negotiations continue after tariff pause

Officials from both countries continued negotiations in Washington after Trump announced the three-day pause. The Office of the U.S. Trade Representative said discussions cover market access, economic security commitments and digital trade. U.S. Trade Representative Jamieson Greer also said negotiators had reached an agreement framework. Canada has not announced a completed final text, and its government continues to describe the discussions as unfinished.

Existing U.S. tariffs on Canadian automobiles, steel and aluminum remain separate from the newly paused 50% duties. Canada also maintains counter tariffs on some U.S. steel, aluminum and automotive products. Canadian officials have continued talks on those sectoral measures alongside the broader trade negotiations. The two governments are also addressing commercial disputes involving agricultural access and restrictions affecting U.S. alcoholic beverage sales in Canadian provinces.

USMCA remains central to Canada-U.S. trade

The USMCA continues to provide tariff-free treatment for much of the trade between Canada and the United States. Canada says about 85% of its exports to the U.S. market currently enter tariff-free under the agreement. The new Section 338 duties differ because Washington designed them to apply to covered goods regardless of USMCA eligibility. Canada has challenged several U.S. tariff measures while continuing negotiations with the Trump administration.

The latest pause prevents the new 50% duties from taking effect while officials work on outstanding documents and trade terms. As of Thursday, August 20, neither government had published a final bilateral agreement covering the dispute. Trump has described the negotiations as producing a deal, while Carney has emphasized that significant work remains. The August 22 deadline now marks the next confirmed date governing the paused tariffs on affected Canadian imports.
